The Government of Odisha has abolished the present structure with immediate effect by merging the District Rural Development Agencies with the respective District Councils. The objective of the merger is to strengthen Panchayati Raj Institutions (PRIs) and enable District Panchayats to formulate and implement plans for poverty alleviation, overall economic development and social justice.

The DRDAs in the districts were registered under the Societies Act, 1860. Its main function was to implement and monitor various development plans. Whereas at the district level, Zilla Panchayats are the apex level of the PRI system. The decision to merge the agencies into the District Panchayats was taken so that the Panchayati Raj Institutions could be adequately empowered as institutions of self-government.

Apart from this, to be directly involved in the implementation, monitoring and supervision of various development schemes as well as execution of various public welfare decisions of the State Government. Principal Secretary (Panchayati Raj and Drinking Water) Ashok KK Meena said, “After serious deliberations, the government has formally merged both the institutions and after the merger, describing the modalities of functioning of the district panchayats. A motion has been issued.”

As per the resolution issued on Friday, all existing officers and employees holding posts on regular basis in DRDA shall be employees of Zilla Parishads and all existing posts in DRDA, except those specifically to be abolished, shall be deemed to have been abolished. The sanctioned strength of 30 Zilla Panchayats will be 1,115, which includes 150 Program Managers, 30 Executive Officers each, Additional Executive Officers (Administration), Additional Executive Officers (Technical) and Additional Executive Officers (Finance).
