Ranchi, November 29: Chief Minister Hemant Soren has expressed deep displeasure over the working style of liquor shop operators. They have been instructed to pay the salaries of the workers working at the shops without any delay. He has said that the Man Power Supply Agency should ensure that no worker’s salary remains outstanding. The Chief Minister told the operators of the produce shops to improve their working style within the next 15 days, otherwise be ready for action.

Along with this, the Chief Minister has given strict instructions to immediately rectify the reasons for the shortfall in product revenue. He has said that the fixed annual target of product revenue should be fulfilled within the next 4 months in any case. The Chief Minister was reviewing the revenue generated from the product at Project Bhawan on Monday.

The CM told the officials that a new liquor policy has been made in Jharkhand by the state government. The objective of the new policy is to increase revenue. He strictly instructed the agencies and officers to understand their responsibility and make all meaningful efforts to get the revenue as per the target. He will review their work again in the next 15 days.

If there is no improvement, strict punitive action will also be taken against all the agencies as per the rules. The Chief Minister, however, assured all the agencies that all cooperation would be provided by the state administration in any action related to revenue collection. He also instructed the wholesalers to make available all the desired pack sizes as per the demand, otherwise punitive action would be taken against them.

Officers should continuously monitor retail product shops.
Ban the sale of illegal liquor at any cost.
Take strict action against those who make and sell spurious liquor.
Agency operators should also regularly inspect retail product shops.
Also check the connivance of the personnel working in the product shops.
Target all retail product outlets.
Display rate list outside retail product outlets.
Do take action on the complaint of over-pricing.
Keep a strict eye on the mafia and shopkeepers who manipulate the fixed prices of bottles.
Empower the excise control room.
On receiving complaints from the general public, the department and the director should jointly take action.

Departmental Secretary Vinay Kumar Choubey said that for the financial year 2022-23 till November only Rs 1084 crore has been deposited against the total target of Rs 1600 crore. This is about 68% of the target till November. The sale efficiency of retail product outlets is 73.75%. The main responsibility of the sale rests with the manpower agencies as per rules.

Collection of revenue target may be possible only on the basis of desired sales. When asked by the Chief Minister regarding revenue collection less than the target, the departmental secretary said that the human provider agencies are not able to sell liquor as per the set sales target, due to which there is a shortfall in the revenue target.

He informed the Chief Minister that many things have come to the fore in the departmental review. Vendors are discouraged due to non-payment of salaries etc. to vendors by the Human Provider Agency. Irregularities such as sale by departmental officials at a higher price than MRP, activities like mixing water in liquor and sale of illegal liquor have also been found in certain shops.
