It was considered unconstitutional by the High Court. The state government was going to appoint teachers on a large scale on the basis of this. The state government is now ending its obligation. The government is also going to relax the conditions of local customs, language and environment. Under the proposed employment policy, anyone can get a government job in Jharkhand by studying anywhere.

Chief Secretary instructed to make new rules
In this regard, Chief Secretary Sukhdev Singh has given instructions in a meeting with the officials to make new rules according to the old rules and send them to the government. In the new rules, the compulsion of 10th and 12th pass will end, but the rest of the conditions of the old planning policy will remain the same. Where new appointments are to be made, the Chief Secretary has instructed to work fast. That is, advertisements for large scale appointments are expected to be published soon in Jharkhand.

Why did the High Court cancel the planning policy of Jharkhand?
The Jharkhand High Court on 16 December 2022 canceled the planning policy prepared by the Hemant Soren government. Due to this, the process of appointment to 13968 posts was cancelled. Applications were also invited for these posts by taking out advertisements. In the advertisement published for the appointments, it was said that it would be mandatory for the general category candidates to pass 10th and 12th examination from Jharkhand. Its compulsion was abolished for the residents of Jharkhand. The High Court held it unconstitutional and struck down the planning policy. The High Court had said that it is against the basic spirit of the Constitution and the right to equality. Hindi was removed from the list of regional languages ​​in the planning policy and Urdu was included. The court said that there is no basis for doing so, because Hindi medium is the only medium of instruction in all the schools. The court had also remarked that this rule has been made for a particular class.

Processions, demonstrations started happening. The assembly was also surrounded by the youth. After that CM Hemant Soren had said that a new planning policy will be made soon according to the youth. The new planning policy will be completely constitutional. The effort of the government will be to provide employment to maximum youth. In fact, Ramesh Hansda and others had filed separate petitions in the High Court regarding the discrepancies in the planning policy. The petitioners had sought to repeal the planning manual by terming it as wrong. The High Court had canceled the planning policy after the hearing.
