Chandigarh. Haryana government has decided to take strict action against delay in government projects and delay by contractors. Taking a tough decision to check corruption in government projects and construction works, the government has said that if the cost of any project increases by more than 10 percent, then the bills of the contractors will not be passed. If the cost of any construction work exceeds the prescribed limit, then the bills will be paid only after the signature of the superintendent engineer or the top officer of the department.

The Additional Chief Secretary of the Finance Department has issued written orders to all the Treasury Officers and Assistant Treasury Officers in this regard. Earlier on August 22 also, the Finance Department had issued orders that the bills of construction works and projects whose cost increases by more than 10 percent, their bills will not be passed. Despite this the situation did not improve. Due to the connivance with the contractors, the departmental officers are sending bills of increased amount to the headquarters, bypassing the orders.

In many cases, the cost of the project has increased by two to three times the sanctioned budget, even though prior approval of the government was not taken for this. After the objection of the Finance Department, the payment of such bills has been stopped. The maximum number of complaints about the increase in the cost of projects and construction works by more than 10 percent are from the Public Works Department, Public Health Department and Irrigation Department. Due to the flood of complaints in the Public Works Department itself, about Rs 500 crore of contractors are stuck.
