FRBM Limitations

However, the change in FRBM limit this year has impacted the budget of the state government. When the state proposed to raise Rs 54,000 crore in FRBM loans, the Center capped it at Rs 39,000 crore.

As the state did not implement power sector reforms, it could not raise an additional 0.5 per cent FRBM loan this year, resulting in a loss of Rs 6,000 crore. Besides, the Center did not release nearly Rs 20,000 crore in non-budgetary funds. Due to this, the revenue shortfall for the state in the current financial year is estimated to be around Rs 40,000 crore.
