Governor Ganeshi Lal administered the oath to all the ministers in front of the Chief Minister and senior leaders of Biju Janata Dal. For the first time in the political history of the state, the ministers were asked to resign from the post before the cabinet reshuffle. Only nine members of the old cabinet were able to make their place in the new cabinet. Last time two women were given ministerial posts.

Attack on BJP’s strong belt
Seven new faces joined the cabinet and two members Jagannath Sarka and Ashank Panda were given the status of cabinet ministers this time instead of ministers of state. A total of 13 ministers took oath as cabinet ministers and eight as ministers of state. This time, more preference was given to the representatives of western Odisha in the cabinet, as the party is facing a tough fight from the BJP there.

focus on 2024
It is being told that Naveen Patnaik is resetting his team for the Lok Sabha and state assembly elections to be held in 2024. Moments after the reshuffle, along with a collage of the new team members, Naveen tweeted, ‘The only way to lead people is to serve them.’

caste balance
The new ministers include 13 cabinet rank and eight junior ministers, with an average age of 58 years, but all junior to Naveen. Demonstrating the caste balance, Naveen inducted two ST, two SC and nine OBC ministers, while taking on seven ministers from western Odisha, where the BJP did comparatively better in the 2019 elections. This is also an area where the Congress hopes to improve after making Sharath Patnaik its Odisha unit chief from the same region.
