Odisha demands reduction of NAAC grade for RUSA-3 fund

Bhubaneswar, June 22: The Center is planning to implement the third phase of Rashtriya Uchchatar Shiksha Abhiyan (RUSA). The state government has decided to approach the education ministry to lower the NAAC accreditation grade to make more higher educational institutions eligible for the RUSA 3 fund.

A NAAC (National Assessment and Accreditation Council) grade is a prerequisite for applying for a grant under the RUSA scheme. However, higher education institutions in Odisha are facing NAAC crisis after educational institutions shifted to online assessment in 2017. The government has decided to seek to reduce the NAAC eligibility criteria for its institutions.

As per the current UGC norms, an autonomous college will lose its autonomy if it does not score NAAC A grade. Less than a dozen of the state’s 32 autonomous colleges now have valid NAAC A grades, including BJB Autonomous College in Bhubaneswar and DD Autonomous College in Keonjhar.

Higher Education Department officials said about the Cumulative Grade Point Average (CGPA) of 4, 3.51 for Universities and Autonomous Colleges during RUSA 2 (released from 2018) by UGC to receive NAAC Grade A and Rs 100 crore grant. CGPA score is mandatory. Only 10 higher education institutions in Odisha could qualify for the grant and grade. Keeping this in mind, the UGC later reduced the eligibility CGPA to 3.26, after which 26 more institutes secured Grade A.
