Bhubaneswar: Taking a major decision, the Naveen Patnaik government in Odisha has approved the decision to include 22 backward castes in the SEBC list. He has taken this decision before the Lok Sabha and Assembly elections. Odisha Chief Secretary Suresh Mohapatra said that 22 castes/communities have been included in the Central OBC list, but they were not included in the Odisha SEBC list.

After the decision of the cabinet on this matter, Development Commissioner PK Jina said that this decision will help the people of 22 castes to avail all the social welfare and their benefits. This will lead to their inclusive development and bring them into the mainstream of development. The Odisha State Backward Classes Commission (OSCBC) had recommended the inclusion of 22 castes in the SEBC list to the Naveen Patnaik government in October last year.

The 22 castes that have been included in the SEBC list include Carpenter, Bindani, Bindani, Baraji, Baroi, Shankhua Tanti, Gola Tanti, Lajya Nivaran, Hansi Tanti, Kapadia, Gandhamali, Thanapati, Pandara Mali, Paniyar Mali, Pandariya, Odi. -Khandayat, Bayalisha, Oda, Oda-Paika, Oda-Pako, Haldia-Teli and Kalandi. A senior government official says that since the state has never conducted a caste census, it is difficult to quantify these 22 castes and communities, but they form a significant part of the state’s population.

There are already 209 castes/communities in the State SEBC who are enjoying the benefits of 11.25% reservation in government jobs. Though the state had earlier fixed the reservation percentage for SEBCs at 27, it was reduced to 11.25 after the Orissa High Court struck down the Odisha Reservation of Posts and Services (Socially and Educationally Backward Classes) Act in 2017 . In February 2020, the state government constituted the Odisha State Backward Classes Commission, which announced a survey of backward castes in May 2021.
