Master Negi was born on 1 July 1917 in Chinni village of Kinnaur district. Which is now known as Kalpa. He grew up there and took his last breath there. When the first election was held in independent India, Negi had officially cast his first vote in it. Since then he has voted in a total of 34 elections.

After independence, it was decided to conduct Lok Sabha elections in February and March 1952, but at that time it was not possible to get voting done in the high hills of Himachal. There used to be a lot of snow in February-March, at that time there was not even enough hi-tech equipment to reach the road. In such a situation, votes were cast there in October itself. Under this, on 25 October 1951, Master Negi voted in the first election of independent India.
