Major General Faisal Naseer is one of the three persons whom Imran Khan has also accused of plotting the alleged murderous attack on himself. Who is Major General Faisal?

Army officer Faisal Naseer was recently promoted to the rank of Major General, after which he joined Pakistan’s intelligence agency ISI in August. He is heading the ISI’s internal wing, commonly known as the ‘Political Wing’ or simply the ‘C-Wing’. This post is commonly called ‘DG C’. It is worth noting that it does not mean ‘counter intelligence’ but it is used only as a letter. Apart from this, abbreviations like DG A, B etc. are also used in ISI. The Counter Intelligence or CI Bureau is a separate directorate under which several departments including the political wing come under. Former ISI chief Lieutenant General Faiz Hameed was also posted in this post as a Major General.

Major General Faisal Naseer was commissioned in the Punjab Regiment of the Army. In the early part of his career, he went to the Corps of Military Intelligence, after which his career has been till intelligence assignments. And this is the reason that not much information is available about them. He has been posted in disturbed areas during his career and has been a part of important intelligence based operations. The ‘Political Wing’ of the ISI was created by Zulfikar Ali Bhutto but at this time there is no ‘Political Wing’ in the ISI officially or formally. In the history of Pakistan, there have been allegations of using the agency for political purposes against the heads of state. For example, President General Ayub has been accused of using this agency for political purposes, while General Yahya has been accused of using the ISI to track opposition political parties in East Pakistan at the time. But under Zulfikar Ali Bhutto, this ‘political wing’ formally or officially became a part of the ISI. It is alleged that he had targeted his political opponents through this wing. The work which was the responsibility of the ‘Political Wing’ at that time, is now with the ‘Internal Wing’ of the ISI, which monitors and collects information related to the country’s internal security and other matters.

Keep in mind that Lt Gen Faiz Hameed, the former head of ISI, made many changes in the intelligence organization and many new wings became part of it.

Similarly, Joint Counter Intelligence is headed by DG (External) and the responsibilities of this directorate also include monitoring of foreign nationals and diplomats, ISI officers themselves, while it keeps track of political activities.

But the alleged political wing of the ISI has been a source of controversy among various institutions and has been accused of ‘political engineering’. However, the basic function of this wing is to keep an eye on political activities and leaders that they are not taking part in any anti-national activity. But various groups have been alleging that his role is opaque and dubious. The officers posted in this post are the owners of wide powers and they keep in touch with the political parties and keep an eye on their activities. According to strategic experts, this post in the ISI is so important that the officers who were posted in this post in the recent past also became the head of this institution later. These include Lieutenant General Zahirul Islam and Lieutenant General Faiz Hameed.

But this post is equally sensitive, that is why it is called a double-edged sword. The officers who hold this post never get progress. There have also been occasions in the past when there was talk of dismantling this wing. In November 2008 it was announced that the political wing of the ISI was being dismantled and its responsibilities would now be carried out by the IB. This was announced by the then Foreign Minister Shah Mehmood Qureshi, but the very next day the local newspaper, without naming a senior official, said that the work of this wing had been stopped but it had not been completely dismantled. After this, Prime Minister Yousuf Raza Gilani also announced the dismantling of that wing, but even during the era of General Kayani, the political wing continued its work in the ISI. Later in 2012, the then Defense Minister Chaudhry Ahmed Mukhtar confirmed that “the political wing in the ISI has always existed and is still functioning.”

What is Dirty Harry?
