Even though the words used in the Act are ‘LG/Administrator’, the LG is bound by the aid and advice of the Council of Ministers on the subject. Kejriwal said that even as per the judgments of the Supreme Court, the ‘LG/Administrator’ is bound by the aid and advice of the Council of Ministers in all matters except three reserved subjects. This is a very important issue and the people of Delhi would like to know what is your understanding on this issue. Kejriwal wrote in the letter that if you accept this decision of yours, then the Prime Minister and all the Chief Ministers of India will become irrelevant, because in all the laws and constitution the word ‘President/Governor’ is used and not the Prime Minister/Chief Minister. .
